Relevant responsible persons stated that the construction of this network focuses on the needs of the "golden rescue period," with rational layout ensuring that help-seekers can reach a safe refuge within 1 hour. Daily maintenance is undertaken by local administrative departments, which regularly replenish material reserves.
Currently, the first batch of 20 field shelters has been put into use, and their navigation data is being integrated into the regional emergency management platform. This initiative has significantly improved the level of outdoor activity support, building a life defense line in areas with poor mobile communication signals.
